Rawat govt fails to submit UC of released budget

To counter the chief minister Harish Rawat allegation that union government is not supporting uttarakhad government and not releasing state budget sanctioned by the government under constitutional obligation Union Agriculture minister Radha Mohan Singh apprised the media that government has released several crores rupees to uttarakhand government but they failed to submit utilisation certificate (UC) of the released fund which is why they could not get another installment from the union counterpart.

For instance Union government had released Rs 9.7 crore under National food security scheme but that fund is lying unused in state coffer. Under Irrigation head union government sanctioned Rs 13 crore and released Rs five crore but could not spend it.

 

Under National agriculture devleopment schemes Rs 10 crore released in the year  2015-16 and 54 crore in the year 2016-17. As per his knowledge state has spent mere Rs 15 crore out of Rs 54 crore released budget. Even in horticulture mission huge money is lying unused. Union govenrment has proposed to open union government funded Agriculture science centre at Pithorgarh and Chamoli district and sought land from state government but they did not respond to the letter.

Replying to the burgeoning price of pulse during BJP led NDA regime, Singh said that in nation wise pulse cultivation area has increased but in uttarakhand it has reduced. Although state government claims that they have been giving stress on promotion of local available agriculture produce but ground situation is different from their claim. As you know that we want to establish agriculture centre one each in Garhwal and Kumaon but state did to communicate with us.
