The Uttarakhand Assembly’s monsoon session was declared sine die by Speaker Ritu Khanduri on Wednesday after two consecutive days of disruption by the opposition, which refused to allow the House to function.
The uproar began on Tuesday soon after the recitation of Vande Mataram. Congress MLAs stormed into the well of the House, raising slogans and ignoring repeated appeals from the Speaker to return to their seats. With the opposition refusing to cooperate, the House was adjourned several times throughout the day.
Amid the chaos, Chief Minister Pushkar Singh Dhami, who currently holds the finance portfolio following the resignation of former Finance Minister Premchand Aggarwal, managed to table the supplementary budget of over ₹5,300 crore.
When the House reassembled on Wednesday, the opposition continued its protest, again stalling proceedings. Despite the Speaker’s efforts to pacify them, the ruckus persisted. Unable to conduct a proper debate, the Speaker proceeded to pass the supplementary budget along with several bills without discussion, before finally adjourning the House sine die.
With this, the Gairsain Assembly created an unusual record — passing multiple bills and a supplementary budget in the absence of debate. While the ruling party accused the opposition of playing politics and being insensitive towards pressing issues, the Congress maintained its stance on demanding immediate discussion over the Dharali disaster and Panchayat elections.
The abrupt end of the session has once again highlighted the deepening rift between treasury benches and the opposition, raising concerns about the effectiveness of legislative functioning in the state.
