Under the Chairmanship of Finance Minister Prakash Pant, a workshop of the State’s first Human Development Report (HDR), Stake Holder, Consultations, was organized at the Secretariat. Human Development Report of the State has been prepared on the basis of survey in the districts and urban and rural areas.
This index was prepared in the human development based on the indicators of health, education and living standards. According to this report, in human development, Dehradun, Haridwar and Udham Singh Nagar remained on first, second and third place respectively, while Rudraprayag, Champawat and Tehri Garhwal remained at 11th, 12th and 13th place respectively. The main reason for good ranking of Dehradun, Haridwar and Udham Singh Nagar is the high per capita income.
Similarly, discussing the Gender Development Index, it was informed that Uttarkashi, Rudraprayag and Bageshwar remained at first, second and third positions respectively, while Udham Singh Nagar, Dehradun and Haridwar remained 11th, 12th and 13th position respectively.
Multidimensional Poverty Index – MPI has been prepared in accordance with the state of education, health and the living standard of life. Information about living standards, property, housing, domestic fuel, sanitation, drinking water, electricity, institutional delivery, education, school attendance and school availability were compiled for its assessment. In MPI, Chamoli, Champawat and Pithoragarh were ranked first, second and third respectively while Haridwar, Udham Singh Nagar and Dehradun were ranked at 11th, 12th and 13th respectively.
Finance Minister informed that as per the Human Development Report 2018 released by UNDP, in the ranking of India is consistently improving from last four years and was at 130th place. While linking HDR with Vision 2030, in order to bring desired results, formulation of implementation policy is must. For this, each department has to monitor the situation of the outcome budget regularly according to the budget demanded by them, which is necessary to be regularly monitored by the planning department, in order to make effective use of the budget being made available to the departments.
Instructions have been given by the Finance Minister to work in mission mode to improve main indicatory of health – enrollment in institutional delivery, vaccination, infant mortality rate and secondary education.
In the workshop, Secretary, Planning, Amit Negi emphasized on the subject that for the effective implementation of Vision 2030, recently released regarding sustainable development goals, is required to prepare the work plan on the basis of data received from Human Development Report.
In the workshop, Secretary Dr. Bhupendra Kaur Aulakh, R. Meenakshi Sundaram, Incharge Secretary BS Manral, Director Finance and Statistics Sushil Kumar and representatives of the various Departments including Education, Health, Tourism, Horticulture besides Head of Departments/Officers of various departments were present.
