Utpal Kumar singh, a senior most IAS officer of Uttarakhand cadre, is going to be new chief secretary of state. He would take charge from outgoing chief secretary S Ramaswami, who had joined the post on November 18, on Wednesday. This has been confirmed by the state government on Tuesday.
A 1986 batch IAS officer UK Singh is currently on central deputation will join chief secretary office as 15th chief secretary of the state. He had served the state as Principal Secretary to CM during Maj Gen BC Khanduri led BJP regime. Singh is having good exposure in union government so with his arrival execution of development works especially centrally sponsored scheme would get expedited. As we know that PM Narendra Modi, who had visited to Kedarnath on october 20, had categorically asked the CM Rawat to expedite the execution of central government schemes on priority basis.
Since then CM was looking for a right bureaucrat who can implement the work by handling the bureaucracy too. In view of this CM Rawat wrote a letter to the union government and asked them to relieve Singh who was posted as additional secretary, Agriculture ministry of union government.
Following on it he was immediately relieved and would join as the new chief secretary of the state tomorrow,” confirmed a senior bureaucrat on condition of anonymity.
