Uttarakhand Governor Dr KK Paul said that the work of parliamentary committees was very important and should be taken seriously. They play an important role in a parliamentary democracy. He expressed these views while inaugurating the two days long orientation programme for the members of Uttarakhand assembly. He said MLAs must study extensively all the written material obtained from various departments during the Vidhan Sabha session.
The programme was inaugurated by lighting of an inaugural lamp by the Governor, Vidhan sabha speaker Prem chand Aggarwal, Deputy speaker RS Chauhan, parliamentary affairs minister Prakash Pant and leader of opposition Indira Hridayesh.
Dr Paul said that our country has a written constitution and the parliamentary traditions have great significance. We also have the provision of constitutional amendments in accordance with the aspirations of the people. He expressed the hope that the orientation programme would provide information about parliamentary rules and traditions to newly elected MLAs. He also honoured senior politician Dr Laxmikant Bajpai and former general secretary of Lok Sabha Secretariat GC Malhotra, who also addressed them.
Speaker Aggarwal said that this is true that it is happening late but expressed hope that with this orientation programme they will learn lot especially first time MLA. Even senior MLAs would get a chance to express their views and how they had to face tough time first time. With this programme they would learn how to raise question inside the house in more professional way. As we know that with the question hour and zero hour have great significance and by using these two legislature can give direction to the state.
