In a major step towards boosting the local economy and generating employment, the Uttarakhand Cabinet on Wednesday approved several significant policies, including a purchase preference policy for self-help groups (SHGs) and MSMEs, amendments to procurement rules, the Uttarakhand Mega Industrial and Investment Policy-2025, and the Yoga Policy-2025. Chief Minister Pushkar Singh Dhami shared these developments while addressing the media after the Cabinet meeting.
Chief Minister Dhami said that first time, a purchase preference policy has been introduced for SHGs and MSMEs to support local production and economic self-reliance. Now SHGs and MSMEs will receive up to 10% purchase preference in government tenders. Earlier SHGs were only eligible for contracts up to ₹5 lakh at the local level, and there was no provision for purchase preference. The new policy will empower women’s groups and local entrepreneurs, while boosting demand for regional products.
The Cabinet also made amendments in the Uttarakhand Procurement Rules, enabling government works up to ₹10 crore to be allocated to local individuals or registered local firms. Its objective is to create employment opportunities and strengthen the state’s internal economy by promoting local participation in public works.
Cabinet approved the Uttarakhand Mega Industrial and Investment Policy-2025, designed to establish the state as a competitive destination for domestic and international capital investment. The policy aims to boost industrial growth, attract large-scale manufacturing enterprises, and create sustainable employment across sectors.
Uttarakhand also became the first state in India to implement a Yoga Policy (Yoga Policy-2025). To transform yoga from a purely spiritual or personal practice into a model that supports education, health, tourism, and the economy. The policy envisions making Uttarakhand a global hub for yoga and wellness. It is expected to create over 13,000 jobs, certify 2,500 yoga teachers, and provide employment to over 10,000 yoga instructors in homestays, hotels, and wellness centers.
Highlighting the state’s commitment to promoting local products, CM Dhami said the government is working on improving production, quality testing, and marketing. Initiatives like the “Ek Ped Maa Ke Naam” campaign, focusing on water conservation and afforestation, reflect the state’s broader commitment to sustainable development and grassroots empowerment.
“These cabinet decisions are historic steps toward holistic development, job creation, and promoting the interests of the people of Uttarakhand,” said CM Dhami.
