Public servant’s top priority should be to serve public; Gov

Governor Dr KK Paul said today that the top priority of a public servant should be the service of the public. The administrator must always keep his vision towards the last man in the queue. He or she must be grounded and know the pulse of the people. “For this, you must meet as many people as you can and tour local areas,” said the Governor while addressing the occasion of the conclusion of the 92nd Foundation day at the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie.

The All India Services was established in 1949 by Sardar Vallabhbhai Patel, who believed that to keep the country united, a strong and skilled All-India Service was very important.

The responsibility on a public servant was a big one as the expectations of people were increasing in today’s world. The prime minister has a vision of a new India where the aspirations of youth, women and the poor are fulfilled. For this, the development schemes and benefits of development must reach the poorest of people in the remotest areas of the country.

He called upon the officer trainees to be technology-friendly to ensure the quality of governance. They should know the basic concepts of governance and public finance. He said that there could be improvement in e-Governance. According to prime minister Narendra Modi, through good governance we can resolve corruption, malnourishment and illiteracy.

The officers must focus on education, health and welfare services. For an administrative officer, the magical “CAT” (Credibility, Accountability and Transparency) formula was very important. They must adopt a human approach to their work and conduct. Underprivileged people must be given priority. Good governance was for a stable, peaceful and progressive nation. An administration which was sensitive to the needs of the people was needed. It is important to win the confidence of the people.

He also congratulated the officer trainees on completing the foundation course and wished them the best for their career. You must always keep learning and moving ahead, keeping themselves updated.

He said that they had had the good fortune of being addressed by the prime minister and he expressed the confidence that they would remember his suggestions and also implement them.
