House witnesses uproar on first day of winter session at Bharadisain

The first day of the winter session witness uproar over Congress MLAs demanded for discussion under Rule 310 on numerous issues, including expansion of local bodies, capital status for Gairsain and deteriorating law and order situation in the state. As House began, Congress MLAs demanded  to  have discussion on the issue. As we know that state government had called the winter session at bharadisain.

However, the Speaker Premchand Aggarwal rejected the demand and said it would be held after Question Hour following which the Congress MLAs disrupted the House for a few minutes.

Later, Independent MLA Preetam Singh Panwar demanded that he should be allowed to raise the issue of making Gairsain the permanent capital of Uttarakhand under Rule 310. Later he was allowed to speak under section 58 of house proceeding.

During Question Hour, several issues pertaining to the Department of Education came up for discussion.

Meanwhile, state urban development minister Madan Kaushik criticised the Opposition for failing to do their homework. “They came to attend the proceedings without doing their home work. All questions and notices have come up from the treasury benches,” he said.

However, Leader of the Opposition Indira Hridayesh criticised the treasury benches for undermining the Opposition. We were not allowed to speak in the House. The government has started expanding the boundaries of urban local bodies without paying much attention to its consequences. The pradhans and BTC members are on strike as they are opposing the inclusion of villages. She also criticised the BJP government for failing to make arrangements at Gairsain Vidhan Sabha Building. Whatever work has been done was carried out under the previous Congress rules.
