The Uttarakhand Cabinet, chaired by Chief Minister Pushkar Singh Dhami, took seven major decisions on Monday to strengthen governance system, improving service conditions, and enhancing administrative efficiency. Home Secretary Shailesh Bagauli briefed the media about the outcomes of the meeting.
The Cabinet approved amendments to the Uttarakhand Women and Child Development Subordinate Supervisor Service Rules, 2021. Under the previous structure, 50% of supervisor posts were filled through direct recruitment, 40% through promotions of Anganwadi workers, and 10% from Mini Anganwadi workers. As all Mini Anganwadi centres are being upgraded to full Anganwadi centres following Government of India guidelines, the 10% quota for Mini Anganwadi workers has now been merged into the Anganwadi worker promotion quota, raising it to 50%.
In a key urban development move, the Cabinet approved partial relaxation in the “freeze zone” around the proposed Assembly complex in Raipur. The amendment permits the construction of small, low-density houses and small shops in these areas, with standards to be framed by the Housing Development Department.
Amendments were also approved in the service rules for health workers and health supervisors under the Medical Health and Medical Education Department. Health personnel will now be eligible for one mutual transfer after completing five years of satisfactory service. They will be treated as the most junior members in their new district cadre. Transfers between hill districts and from plains to hill districts will also be allowed, based on vacancies and departmental criteria.
The Cabinet further approved amendments to online marriage registration provisions under the Uniform Civil Code (UCC). To facilitate inter-country marriages involving citizens of Nepal, Bhutan, and persons of Tibetan origin residing in Uttarakhand, Nepali and Bhutanese citizenship certificates will now be accepted. For stays exceeding 182 days, certificates issued by the respective missions in India will be required. Tibetan residents will need a valid registration certificate from the Foreigners Registration Officer.
Additionally, the Cabinet approved amendments to relax qualifying service requirements for promotions of state government employees. It also took note of the Chief Minister’s earlier decision to prorogue the Legislative Assembly through deviation.
Marking the state’s silver jubilee year, the Cabinet authorized Chief Minister Pushkar Singh Dhami to decide the date for a special session of the fifth Legislative Assembly. Furthermore, it approved a decision requiring all state public sector undertakings to contribute 15% of their profit after tax to the state government.
