Chief Minister Trivendra Singh Rawat has extended warm greetings and good wishes to the people of the State for New Year 2018. In his message CM said that many policy decisions have been taken by the State Government to make Uttarakhand one of the leading states of the country in terms of development. We are making efforts to implement the plans at grass root level effectively. Consolidated efforts are being made to ensure access to development schemes to the person standing in the last line of the society. Gairsain is matter of state’s dignity for us. For the first time, winter assembly session was held in Gairsain, we have taken strong steps towards overall development of the state. Kedarnath Reconstruction Charitable Trust has been constituted for the reconstruction of Kedarnath. This will further accelerate the development of this area, the migration from the mountainous areas is a matter of concern for us, for which the Migration Commission has been set up.
CM said that transfer act has been made to bring transparency in the transfer of public servants and strengthen the government machinery. Apart from that, in the direction of transparent, corruption-free administration, the government adopted the Zero Tolerance Policy against corruption. MDDA is bringing transparency in the process of accepting the map. The online Building Map Approval System has been started in Dehradun. The CM Dashboard has been prepared to bring mobility and transparency in governmental work and provide information about government schemes to common man. The initiatives will help in making the public services more transparent and information of all departments will be available openly.
The CM said that Deen Dayal Upadhyaya Kisan Kalyan Yojna has been started to provide loans to farmers of Rs. One lakh on 02% interest for doubling the income of farmers by 2022 along with ensuring agricultural and rural development. So far, nearly one lakh farmers have been granted cheap loans. Effective efforts are also being made to promote tourism in the state. 13 new tourist destinations are being developed in 13 districts. In the year 2017, more than 22 lakh tourists came to visit Chardham. Special attention has been paid to the beautification of Kedarnath and Badrinath for fetching more tourists in the state. Kotdwar Eco Tourism Circuit Development and Safari vehicles have been started in Kotdwar. Positive cooperation is being given by the Central Energy and Water Resources Minister in the operation of the 33 hydro projects of Uttarakhand in the energy sector. The state has 25,000 MW of power generation capacity, but we are currently able to produce 4000 MW. Our efforts are continuing to make Uttarakhand an energy state. Use of LED bulbs in all government and non-government offices has been made mandatory.
The CM Rawat said that for the introduction of e-health centers in the remotest mountainous areas of the state, the state government has done an MoU with the major IT company of the country for taking effective initiatives in the field of health. Tele-radiology and tele-medicine scheme has been started in 35 state hospitals. It has been decided to establish minimum 2 bed of ICU in all district hospitals. A large number of doctors and nurses are being deployed in hilly areas. For water conservation, campaign has been started for the revival of Kosi and Rispna river in Almora and Dehradun respectively. In the coming 5 years, we have targeted to revive 5 thousand natural water resources. Our goal is to organize plantation and cleanliness from the origin to confluence in single day. CM said that in the field of skill development, we have stepped in to make more than one lakh youths skilled in the next three years. 02 Regional Skill Development Centers are being set up for the purpose. According to the requirement of industries, it has been decided to start the training of new trades in IIT and Polytechnics by restructuring the State Skill Scheme and initiating the prestigious Deen Dayal Upadhyay State Skill Development Scheme. With the establishment of Software Technology Park of India in the state, the first training center of the country has been started with the state component under the Prime Minister Skill Development Scheme in Uttarakhand.
The plan to launch classes from next year in Central Insititute of Plastic Engineering and Technology and the National Fashion Technology Institute is being worked on by marking the buildings and land. For Higher Education, NIELIT, National Institute of Electronics and Enerammation Center in Haridwar and a sub center of NIELIT in Almora along with Hospitality University in Uttarakhand is being set up. In addition, Central Institute Plastic Engineering and Technology (CIPET) is also being set up in the state.
With the strengthening of road and rail transport, the construction of Kandi road connecting Garhwal and Kumaun is the Government’s priority. Construction of the Rishikesh-Karnprayag railway route and Deoband Roorkee railroad, will give more speed to the development of the state. Work of Chardham All-weather road is in progress. Work has started in Dehradun to make it Smart and Model City under the urban development . In the rural areas, Uttarakhand has become the country’s fourth ODF State . By 2018, 92 urban bodies are our target for ODF. As per proportion of one lakh target of the Prime Minister’s housing scheme, till March 2018, the housing construction scheme is being implemented speedily . The CM said that continuous efforts are being made by the state government to make the state progressive . He also appealed to the people of the Uttarakhand to cooperate to make these efforts a success.
