Supplementary budget and Transfer bill passed by the house

The Trivendra Singh Rawat led BJP government tabled its first supplementary budget of Rs 3015.7381 crore and the Transfer Bill in the Assembly on the first day of the winter session, which started at Bhararisain, Chamoli on December 7. Both the supplementary budget and the Transfer Bill were unanimously passed in the House after a brief discussion.

The supplementary budget makes a provision for Rs 388.6493 crore for payment of salaries and other expenditure. It allocates Rs 700 crore for disbursement of pensions to the retired employees.

While tabling the budget Parliamentary Affairs Minister Prakash Pant said that the government decided to bring the supplementary budget to make allocation for development works that required funds.  Significantly, the government has also made allocation of Rs 10 crore for the remaining construction work of the legislative building. The work was started by the previous Congress government.

House has allocated Rs 33 crore towards the honorarium of ASHA workers. The ASHA workers had called off the stir two days after their demand for hike in honorarium was agreed upon by the government. An amount of Rs 6.57 crore has been earmarked for the construction of burns unit at Haldwani Medical College and Hospital.

An amount of Rs 6.5790 crore has also been proposed for the setting up a burns unit at Doon Medical College and Hospital.

Another Rs 70 crore have been earmarked for the Smart City project in Dehradun; The supplementary budget makes provision of Rs  two crore for providing LPG gas to the poor families and Rs 12 crore for hosting ski event at Auli early next year.  Along with the supplementary budget, the government also tabled the Transfer Bill for government employees along with the report of the select committee.

The Bill objective is to address the problems faced in posting of government employees to remote areas of the state. As per the bill, the government employees posted at a given location for at least four years will be transferred.
