Chief Minister Pushkar Singh Dhami led Uttarakhand cabinet on Wednesday has taken several decisions covering the health sector, land acquisition, industrial development, tribal welfare, higher education, civil aviation, and renewable energy.
The Cabinet has granted permission to health workers and health supervisors in the state to seek a one-time inter-district transfer during their entire service period on the basis of mutual consent. The benefit will be available only to those who have completed a minimum of five years of satisfactory service in their original cadre.
Cabinet has also approved a simplified mechanism for land acquisition for small, medium, and large development projects in Uttarakhand through mutual agreement with landowners. To avoid delays associated with procedures under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013, the state will encourage direct land purchase, a move aimed at reducing litigation and lowering project costs.
The Cabinet also approved an amendment to the government order concerning the transfer of 1,354.14 acres of land at Prag Farm in Udham Singh Nagar district to SIDCUL for the development of an industrial estate. Under the revised conditions, the lessee will not be permitted to sell, lease, or transfer the land to any individual or institution. The land must be utilized within three years of allocation, failing which the allotment will be automatically cancelled. However, sublet for the same purpose will be allowed with prior approval of the Revenue Department through the Industrial Development Department.
To strengthen the implementation of tribal welfare schemes, the Cabinet approved the restructuring of departmental posts in Scheduled Tribe-dominated districts of Dehradun, Chamoli, Udham Singh Nagar, and Pithoragarh. The Cabinet also cleared the promulgation of the Uttarakhand Tribal Welfare Gazetted Officer Service (Amendment) Rules, 2025, to formally include four sanctioned posts of District Tribal Welfare Officers in the service framework.
In a move to promote industrial growth while preventing over-exploitation of groundwater, the Cabinet approved the introduction of water tariffs for industrial units and commercial users, including residential apartments, group housing societies, hotels, water parks, vehicle washing centers, and swimming pools. A registration fee of ₹5,000 will be applicable for commercial, industrial, infrastructural projects and residential group housing.
To position Uttarakhand as an education hub, the Cabinet approved the establishment of a private university — G.R.D. Uttarakhand University — in Dehradun district, encouraging private sector participation in higher education.
The Cabinet also consented to the transfer of Chinyalisaur airstrip in Uttarkashi and Gauchar airstrip in Chamoli to the Ministry of Defence on a lease basis for joint civil and military operations as Advanced Landing Grounds (ALGs), following high-level consultations with the Indian Air Force and the Defence Ministry.
Further, the Cabinet approved the implementation of the Uttarakhand Green Hydrogen Policy, 2026, aimed at promoting green hydrogen production and strengthening the state’s commitment to clean and sustainable energy.
