New Excise Policy 2025: Aims for Investment, Employment, and Revenue Growth

Chief Minister Pushkar Singh Dhami led Uttarakhand cabinet has approved the New Excise Policy 2025 on Monday. They have introduced significant changes with an objective to increase investment, employment, and revenue while ensuring public welfare. One of the key decisions includes the closure of liquor licenses near religious areas, reflecting sensitivity towards cultural and religious sentiments.

The policy outlines stricter regulations on liquor sales, emphasizing transparency and consumer protection. Sub-shops and metro liquor sales systems have been abolished, and stringent measures have been introduced to prevent overpricing. Any liquor shop found charging above the Maximum Retail Price (MRP) will have its license revoked. Additionally, MRP regulations will now also apply to departmental stores, ensuring fair pricing and safeguarding consumer interests.

Revenue Target of Rs 5060 Crore for 2025-26

Excise revenue has seen substantial growth over the past two years. The new policy sets an ambitious revenue target of Rs 5060 crore for the financial year 2025-26. In 2023-24, the state collected Rs 4038.69 crore, surpassing the Rs 4000 crore target. So far, in the 2024-25 financial year, around Rs 4000 crore has been generated against the target of Rs 4439 crore. The policy aims to further boost revenue through streamlined processes and increased investment in the sector.

Incentives for Winery Units in Hilly Areas

To promote economic growth in hilly regions, the policy provides an excise duty exemption for 15 years to winery units utilizing locally produced fruits. This move is expected to benefit local farmers and those engaged in the horticulture sector by creating new market opportunities. Additionally, bulk liquor licenses will be issued exclusively to Uttarakhand residents, fostering local employment and economic benefits.

Encouraging Investment and Agricultural Linkages

The excise policy also aims to attract investments in the liquor industry by reducing export duties. Special facilities will be provided for malt and spirit industries operating in hilly areas. Distilleries will be encouraged to use local agricultural products, providing an additional income source for farmers and promoting sustainable economic growth.

Transparent Licensing and Awareness Initiatives

The policy ensures transparency in liquor shop allotment through fair processes such as renewal, lottery, and maximum offer systems. A special awareness campaign will be launched to educate the public about the harmful effects of alcohol consumption, reinforcing the government’s commitment to social responsibility.

With a focus on economic growth, transparency, and public welfare, the New Excise Policy 2025 aims to balance revenue generation with social responsibilities, benefiting both the economy and the people of the state.
