Empowered committee scrutinises several proposals

To scrutinise the proposals of Growth Center Scheme from various departments and institutions a meeting of the Empowered Committee led by the Chief Secretary. A total of 40 proposals were presented by the Department of Fishery, Wool Development Board, Agriculture, Water Supply, Dairy, MSME and Information Technology Departments.

The growth center has been set up by the state government with the objective of establishing local products, services and specially selected economic activities in the geographical area of the state in the national and international markets and preventing the migration of youth.

Meena Grewal, Project Director, decentralized water supply development project, before the committee, in the development block of Pauri Garhwal – Amotha, Semar, Almoda, Gram Thanas of Dehradun, Shama (Kapkot) of Bageshwar, Punah Pokhari (Charkarta) of Dehradun and Khariasi Agri-Business Growth Center of development block of Tehri, Jaunpur, presented a total of 07 proposals. Which was approved by the committee. Detailed information was given by the project director on the processing of local crops, vegetables, spices, value addition and marketing and medicinal fruits and oilseeds, in around 07 to 10 gram panchayats in the vicinity of the growth centers. He said that about 18 Agri-business Growth Centers, established in Uttarakhand decentralized water supply development project Phase 2, have been proposed in the project area, in which the World Bank has given in principle approval  and in future, the growth and development of the growth center will be done by the financial assistance being given by the MSME and other sources.

A project of Rs. 1.90 crore was presented for the development of 10 Growth Centers of Wool by Chief Executive Officer Uttarkhand Sheep and Wool Development Board Dr. Avinash Anand. In the proposed scheme based on the Nyay Panchayats, the marketing of the wool produced by 10-15 Gram Panchayats at the proposed Growth Center will be ensured by the Board. And organic certification of wool will be done by the Board. 17 thousand families will benefit from the scheme. By making good product of wool in the scheme, maximum benefit will be given to the sheep farmers. MSME Department has approved Wool based 02 Growth Centers Mana (Chamoli) and Dunda (Uttarkashi). Instructions have been issued y Chief Secretary to the projects submitted by Fisheries, Agriculture, Integrated Livelihood Cooperation, information technology that by  adding to the economic activities, they should re-propose the projects in the meeting of the upcoming Empowerment Committee.

In the beginning of the meeting of the Empowered Committee, Chief Secretary Utpal Kumar Singh gave clear instructions to the departments that they should not offer the centers established in the already operated growth schemes and proposed a new Growth Center, so that the young people are employed at their residential places and their economic level upgrades. He said that the purpose of the scheme is to establish the necessary linkages for the availability of new technologies, machinery and equipment design, packaging and marketing infrastructure. Keeping in mind that the project should be presented by the Department. He said that the development of brands for local products, packaging, general facility centers, design studios, exhibition cum trade centres and e-marketing for marketing facilities and benefits of producers products in various national and international fairs is the main objective.

Secretary Animal Husbandry R Meenakshi Sundaram, Additional Secretary Chandresh Yadav, Director ITDA Amit Sinha, Additional Secretary Finance LN Pant, Additional Secretary Rural Development Ram Bilas Yadav, Director Agriculture Gaurishankar, Director Industry Sudhir Nautiyal, Deputy Director Anupam Trivedi, UNDP Official Rashmi Bajaj and Arjun Goyal, GMDIC Dr. M.S.Sajwan and officers from different departments were present in the meeting.
