Principal Accountant General, Audit of CAG S Alok has categorically said that uttarakhand government, which had declared uttarakhand as open defecation free (ODF) state in May 31, 2017, has proven wrong. He said that during audit he found that 1.8 lakh household were not included into the action plan so they achieved mere 67 percent. Even they did not use reliable data before making such declaration.
In Almora district 5672 toilets were not completed till December 22, 2016. As we know that government had launched Swachhta Bharat Mission (SBM) in the year 2014. Under this government was supposed to build toilets and other amenities. Even community sanitation complex construction was not made. As per the plan they were supposed to build 546 units but they built mere 63 units. Even during physical verification they found that 253 toilets were built without water facility.
Similar situation in Solid waster management, Haridwar and Dehradun municipal corporation (MC) did not comply the rule on ground. As per the data, Dehradun generates 257 metrc tonnes solid waste but they were building solid waste management plant at Sheshambara with a capacity of 200 MT only. Even Haridwar MC had procured 22 vehicle for garbage collection but nine vehicle are lying unused.
Under Namami Gange project they could not utilise budget which is why 25-58 percent fund are lying unutilised. Even sewage treatment plants are below than the capacity. For instance in Haridwar 80 MLD generates per day but they built plant having capacity of 45 MLD only. In Rishikesh they have built plant capacity of 6 MLD but city generating 16 MLD. Even peyjal nigam had identified 112 nullah but 47 nullah were tapped till june 2017. It means remaining nullahs sewage being dumped in river.
