After the transfer act is implemented, the first appointment and promotion in the state will be essentially in inaccessible areas. In order to be eligible for the first and second promotions, employees must have served atleast half the amount of time as required under the minimum qualifying service guidelines. This system though will be fully effective from July 1, 2020.
It has been made in the transfer bill that after considering the transition period from the date of implementation of the transfer act to 30 June, 2020, in the event of promotion in this period, if the person has not spent half of this time in an inaccessible place, It will be necessary that he/she will be deployed in an inaccessible place till completion of the said period. Those personnel who have not been deployed in the inaccessible period of their service, can apply for a transfer based on the request in the inaccessible area for the eligibility of the promotion.
