Strange but true, state government is planning to earn more revenue from mining than state excise. For this they may appoint separate regulatory authority in Mining. State gives reason that with this they would earn more revenue than now by plugging all the prevailing loopholes. In this regard state has received a proposal from miner about how he would regulate mining in the state? How state will get more revenue? Currently State forest department, Garhwal Mandal Vikash Nigam (GMVN) and Kumaon Mandal Vikas Nigam (KMVN) allot tender to the miners.
To earn more revenue state government is using all permutation and combination. In this regard state has received a proposal and the proposal is being studied by the finance department. If they okay it then state may bring this into cabinet.
As per the proposal the miner has mentioned that he would fix the price of mining material per quintal and material would be supplied from stone crusher only. He would make boundary around the allotted land for mining. They would install a chip over the dumper so as the dumper crosses the barrier at exit point then their challan amount would get deducted from their account automatically.
How it would happen
The miner has claimed that with these state would earn 50 to 60 times more than the current income. Currently state mining department allot tender to the miner and miner sell mining material into open market by giving royalty to the state government. It has been noticed that mining mafia ferry mining material eight to ten times from one challan. As per the new proposal once they come out from the barrier then their money will be deducted and it would be connected with CCTV camera to plug the scope for human discretion.
Sources said that if this would get implemented judiciously on ground then price would be cheaper than now but if they failed to do so then monopoly would prevail in the mining. Although the matter is pending before finance department and once they give No Objection Certificate (NoC) then the proposal would be presented before the cabinet.
