Tightening the noose of the senior bureaucrats’ Chief Minister Trivendra Singh Rawat has asked them to present the issues during cabinet meeting. So far department officer was presenting their matter before cabinet and sanctity of the cabinet meeting was being compromised. Now Additional Chief Secretary or Principal Secretary or Secretary will present their department’s matter before the cabinet. In this regard chief Secretary UK Singh has issued a notification. He has also mentioned that proposals can’t be presented unless and until department concerned give their assent. Although official says instead of asking bureaucrat CM should have asked their minister to present their department’s issues before the cabinet like Uttar Pradesh.
He has categorically asked that dillydallying attitude will not be tolerated anymore. With these instruction CS has asked their subordinate to follow it. With these notification bureaucrats or minister, who prefer to bring cabinet note in haste, will have to think twice. It has been noticed that Gopan department officials keep blaming that the don’t have information about the minutes of the meeting but minister or secretary bring the issue directly without intimating us in advance. Although CM has issued instruction to them that you provide cabinet note to the minister at least 14 days in advance but after few weeks the order overlooked.
Although department officer will present in their secretary room during cabinet meeting and if their requirement arises then they will be called during the meeting.
As per the UP Work rule-1975 and UP Secretariat order-1982 before bringing into the cabinet, the matter should be cleared by the department concerned, personnel and finance too. If the matter associated with more than two departments then cabinet committee will convene meeting to clear the issue. Even if they present the matter before cabinet then they will have to produce the recommendation of personnel and finance too.
CS has also asked that bill can’t be produce unless and until it has cleared by the law department. Administrative officer of the concerned department has been asked to make sure bill or notification should be drafted in Hindi and English too. After clearing all the hitches, they have been asked to present the matter before Gopan at least one week in advance.
