The Chief Minister Trivendra Singh Rawat inaugurated the Project Finance Management System of Mussoorie Dehradun Development Authority (MDDA) at a programme organized at old prison on Friday. The Chief Minister also handed out certificates given by ISO to MDDA for its working and work quality.
Chief Minister termed the online PFMS system started by MDDA as a major step in ensuring transparency in administration. He said that government is making efforts to ensure making public amenities better through usage of information technology. Through IT based governance, public service delivery system gets stronger and more effective, bringing transparency in the working of government.
He said that already driving license and filing of road tax work in transport department has been made online. Similarly, online registration facility for OPD in major hospitals of the state have also been made. In Mining department too, E-auction service has been launched and E-tendering is being done in government departments.
In social welfare and food supplies department, through information technology, departmental work is being made easier and transparent. Chief Minister expressed hope that like MDDA, other departments of the government will also come on IT based platforms regarding works related with public services.
MDDA has become the state’s first development authority, which has been certified by International Organization ISO, which has accorded three certificates for working and quality of works. These are ISO 9001 for quality management system, ISO 14001 for environment management system and OHSS 18001 for commercial health and safety system to MDDA.
MDDA VC Ashish Kumar Shrivastava said that to enhance and bring transparency in the various development works being carried out by MDDA ,a new software Project Finance Management System (PFMS) has been developed.
Through, the usage of this software granting of various development works/projects and estimate will be done through this software only. All the schedules will be available in the Off Rates system and physical status of the development works will be available through Geo Tagged photographs. Measurement Book (MB) of all the development works will be completed through this software only, while prior to this account department used to take quite a time for MB inspection. Valuable time will also be saved through this software and will also minimize any chance of mistake.
Progress report of any work, through this software, will be available at their dashboard to higher officials and in case of any delay, concerned official’s log in ID will get blocked and through vice chairperson’s permission only, it will get further operated.
The tendering process, through this software will also be done completely. PFMS software has been synchronized with account division so that working nodal agency will get its payment on basis of their work done through RTGS and net banking. Local legislator Khajan Dass was also present on the occasion.
