Personal Secretary to be promoted as A Sec shortly

Strange but true, Personal secretary to be promoted on the rank of Additional Secretary by the state government shortly. In this regard DPC meeting is schedule to happen on Monday.

Coincidentally both the PS are posted at chief minister office (CMO) which is why their file is moving with fast pace. Although secretariat employee especially joint secretary and deputy secretary officers have started signature campaign against the move but how they would stop them has become million-dollar question now.

During investigation it has disclosed that during previous regime, they had mooted  a proposal that government can appoint two additional secretaries on the ex-cadre post. Then the move was strongly objected by the law and finance department it but then chief minister Harish Rawat had appointed one additional secretary on ex-cadre post. Now incumbent government is going to appoint two additional secretary by promoting their two personal secretaries on ex-cadre post. In this regard departmental promotion committee (DPC) meeting is going to happen under the leadership of Chief Secretary Utpal Kumar Singh on Monday.

Meanwhile joint secretary and deputy secretary level officer have started signature campaign against the move. Although they are saying that how can the person, who were appointed on the post of personal secretary whose sole concern is to Additional Secretary, Secretary, Principal Secretary, Additional Chief Secretary and Chief Secretary, be promoted on the post of additional secretary?

They said that if incumbent chief minister Trivendra Singh Rawat and incumbent chief secretary allow this then how we can differentiate between the incumbent and previous regime. Although they also said that they would challenge the move in court too because it would be against the service rule.
