Uttarakhand Becomes First State to Implement Uniform Civil Code

After two and a half years of meticulous preparations, Uttarakhand has become the first state in India to implement the Uniform Civil Code (UCC). Chief Minister Pushkar Singh Dhami inaugurated the UCC portal and rules during a ceremony at the Chief Servant House on Monday.

The journey to implement the UCC began on 27 May 2022, with the formation of an expert committee tasked with drafting the framework. After extensive consultations and deliberations, the committee submitted its report to the state government on 2 February 2024. Subsequently, the UCC Bill was passed in the Uttarakhand Assembly on 8 March 2024.

Following its approval in the Assembly, the bill was sent to the President of India for assent, which was granted on 12 March 2024. With the legal framework in place, the state government focused on leveraging technology to streamline the implementation process, ensuring transparency and efficiency.

Speaking at the inauguration, Chief Minister Pushkar Singh Dhami emphasized that the implementation of the UCC is a historic step toward ensuring equality and uniformity in the personal laws governing all citizens, irrespective of religion or community. He also highlighted the efforts made by the government and the expert committee to prepare a comprehensive and inclusive framework for the UCC.

With this landmark move, Uttarakhand has set a precedent for other states, showcasing its commitment to progressive governance and societal harmony. The implementation of the UCC is expected to bring significant changes to personal laws across the state.
