Chief Secretary Utpal Kumar Singh has instructed all the officers to complete the work for the forthcoming Lok Sabha general elections 2019 as per the schedule given by the Election commission of India. He has issued these instruciton while reviewing the preliminary preparations for the general elections 2019 at secretariat on Thursday. Chief Secretary instructed all the present officers to seek any guidance from Chief Electoral Officer regarding elections. He also asked them to make budget arrangements for giving honorarium for home guards and their food arrangement on time.
Chief Electoral Officer Saujanya expected that coordination meeting with neighboring states of Himachal Pradesh and Uttar Pradesh be held and training of police jawans on time. DGP Anil Raturi instructed IG law and order Deepam Seth to take action in this regard soon.
DGP expected that the proposal for budget allocation for giving honorarium to home guards should be cleared expeditiously. For election duties 12,000 home guards required, talks with Rajasthan, Himachal Pradesh and Uttar Pradesh had been done. He also sought the details of the strong rooms so that security of these strong rooms could be reviewed.
The Chief Electoral Officer also instructed Excise Commissioner to hold daily/weekly monitoring liquor meetings. She also asked the power department to ensure uninterrupted power supply to all the polling stations. The Peyjal department was also asked to ensure uninterrupted water supply to polling stations. The rural development department was asked to hold voters awareness programmes self help groups, mahila mangal dals. The IT department was asked to ensure inter services by having close coordination with BSNL and TSP to the polling stations.
The Chief Electoral Officer informed that for election related information 1950 helpline number has been established in each district. A close watch on election expenditures and going ons were given to the officers. The education department was also instructed to ensure that the buildings of educational institutes to be used for polling purposes should be repaired including toilets, ramps, water supply and power supply in these buildings.
The PWD department was instructed to repair all the state highways/ link roads and open up the closed roads and make a plan for the same. The health department was asked to ensure health teams during the various phases of polling and to provide necessary medicine and first aid boxes to polling parties and to provide free medical facilities to any polling staff which needed such medical help during polling in private and government hospitals.
The forest department was instructed to ensure transportation on forest roads and also ensure communication facilities in shadow areas through departmental wireless sets. The social welfare department was asked to ensure that differently abled voters are included in the voters list and arrangements are made for their transportation to the polling stations. The information about the inclusion of service voters should be included in the end of the voters list should be provided and the postal ballot information through ETPBS. The Commandant, NCC and NSS were expected to have voters awareness programmes through SWEEP and also help the differently abled voters on polling day. Additional Chief Secretary Radha Raturi, Principal Secretary Anand Vardhan, Director General law and order Ashok Kumar, IG law and order Deepam Seth, Secretary Harbans Singh Chugh, Additional Chief Electoral Officer V.Shanmugam, Secretary Rural Development Hari Chand Semwal, Excise Commissioner Deepender Chaudhari and other officers were present in the meeting.
