Strange but true that prime minister office (PMO) has been making their direct intervention in day to day activity of the Trivendra Singh Rawat led Uttarakhand government. Sources said that PMO is directly giving instruction to the Chief secretary Utpal Kumar Singh about what to do and what not to do? Even MLAs are getting vocal against their government. Recently few MLAs misbehaved with a senior officer of the state government. It ascertains general perception that state government fails to send message among the mass that state is working for the development of the state.
Sources say, during Prime Minister Narendra Modi’s visit to Kedarnath on October 20 to unveil the foundation stones of Kedarnath reconstruction, PM had expressed displeasure over the slow functioning of the state. PM had also asked the CM to change your style of functioning because people yet to notice your work. Thereafter then Chief Secretary S Ramaswami was sacked and UK Singh appointed as new chief secretary of the state. Ironically till then there was no talk about UK Singh arrival but suddenly the news broke and next day he joined as CS of the state.
Although during PM’s visit to Kedarnath, PMO had taken control over the state government and made all the arrangements as per their plan. In which two blunder i.e. they did not mention the name of local MP & Ex-CM Maj Gen Bhuwan Chandra Khanduri and Local MLA Manoj Rawat in the foundation stones, happened but its onus put on the then CS S Ramaswami. Although the foundation stones were made as per the PMO guidelines which is why at the last moment the stones were taken to Kedarnath by special chopper.
Sources further said that as prime minister Modi had assured to the people of Uttarakhand during Assembly election-2017 campaign that if you form BJP government here then he would personally ensure overall development of the state. For the last six months Rawat government has failed to make any tangible impression over the PMO which is why they have begun their intervention. If this happens then all the decision would be taken by the PMO and sitting CM role would be confined upto cutting inaugural ribbon and nothing else.
It is being believed that PM wants two projects i.e. all weather road and Kedarnath reconstruction to be executed on priority basis. Due to this reason they have made state tourism secretary as nodal officer of Kedarpuri, surrounding areas of kedarnath temple, reconstruction. Later they replaced Tourism secretary R Meenakshisundarm with Garhwal commissioner Dilip Jawalkar. Even newly appointed chie secretary UK Singh made presentation before the PM, who had come to address IAS trainee at Lal Bahadur Shashri National Administrative Academy (LBSNAA), Mussorie, at airport on october 27 and a day later CS personally visited to kedarnath to give direction to the executive agency as per the PM’s advisory.
In view of this Nehru Institute of Mountaineering (NIM) Director Col Ajay Kothiyal, whose three year long deputation is going to end by this year, may get one year extension by the PMO because he has executed reconstruction work at Kedarnath in more professional manner. Due to this reason chief secretary has made visit to kedarnath twice so far and supervising the work on day to day basis.
