kapur appointed as Protem speaker

Senior MLA Harbans Kapur has been appointed as protem speaker of fourth assembly by the cabinet. Now governor would administer him oath of his office on Monday afternoon and later he will administer oath to each member of the house in Vidhan Sabha on March 23.
